A month after the "321" explosion accident in Xiangshui, Jiangsu Province, the rectification plan for the chemical industry in Jiangsu Province was introduced.


Recently, the Jiangsu Provincial Party Committee issued the "Jiangsu Province Chemical Industry Safety and Environmental Protection Improvement Plan" (hereinafter referred to as "the "plan"), and proposed that the province should significantly reduce the number of chemical enterprises along the Yangtze River, cancel the positioning of some chemical parks, pressure Measures such as reducing the number of chemical parks.


Jiangsu Province is a major province of China's chemical industry, especially pesticides, dyes and petrochemicals. As of 2017, Jiangsu's chemical industry revenue was more than 2 trillion yuan, ranking second in the country. In the same year, there were more than 5,000 chemical companies in Jiangsu Province.


In terms of reducing the number of chemical companies, chemical companies along the Yangtze River and environmentally sensitive areas and chemical companies below the scale have become the focus of remediation. According to the data disclosed in the previous opinion draft, there are 34 chemical enterprises outside the chemical industry park within 1 km of the Yangtze River tributary in Jiangsu Province, 71 enterprises in the environmentally sensitive area, and 1,660 enterprises below the scale.


Significantly reduce the number of enterprises and cancel the positioning of some chemical parks


Compared with the previous opinion draft, the “Proposal” did not propose the goal of “reducing the number of chemical production enterprises in the province to 2,000 by the end of 2020”, but still clarified the requirements for chemical enterprises to “retreat into the park”.


According to the "Proposal", chemical production enterprises within 1 km on both sides of the Yangtze River tributary and outside the chemical industry park will all withdraw or relocate in principle before the end of 2020. It is strictly forbidden to build or expand chemical parks and chemical projects within 1 km of the Yangtze River tributaries. Enterprises within 1 km of both sides of the Tongyu River Clear Water Channel in the Taihu Lake Protection Area, the Beijing-Hangzhou Grand Canal (the east line of the South-to-North Water Diversion Project), and environmentally sensitive areas within the ecological protection red line area, nature reserves, drinking water source protection areas, etc. The company will be basically closed or relocated before the end of 2020.


In addition, the “Proposal” requires the reduction of the number of chemical production enterprises below the scale. For the assessment of safety and environmental risks, enterprises that fail to meet the standards need to be closed down before the end of 2020 to encourage the compliance enterprises to enter the chemical park. Enterprises that fail to meet the standards for safety and health protection, if they fail to meet the standards for safety and environmental sanitation, they must be closed down according to law before the end of 2020; enterprises that cannot be closed and relocated must have safety and health protection distances by the end of 2020. All moved out.


On the other hand, the “Plan” clearly defines the requirements for the chemical park, and emphasizes that the number of chemical parks (concentrated areas) will be reduced. There is no mention in the opinion draft that “the chemical park will be reduced to about 20” .


At present, there are 53 chemical parks (chemical concentration areas) in Jiangsu Province. In the 2030 list of China's chemical industry parks in 2018, Jiangsu's seven parks were on the list, including 24 in southern Jiangsu, 12 in Suzhong, and 17 in northern Jiangsu.


The "Proposal" proposes that the province of Jiangsu Province will comprehensively carry out re-evaluation of chemical parks (concentration areas), and determine the large-scale production, complete industrial chain, complete infrastructure, and high comprehensive management level as chemical parks; A certain industrial agglomeration effect, a high industrial level, a good management base, but the industry chain is not clear enough to be identified as a chemical concentration area; small scale, low industrial relevance, imperfect infrastructure, prominent safety and environmental issues, and densely distributed surrounding targets Cancel the positioning of the chemical park. In the parks (concentrated areas) where the chemical positioning has been cancelled, new chemical projects are strictly forbidden, and the number of existing enterprises is greatly reduced.


At the same time, the "Program" encourages enterprises that meet safety and environmental protection standards to move into areas with strong environmental carrying capacity; for a small number of chemical companies with standardized management, advanced technology, high product quality, safety and environmental protection risks, It is a key monitoring point for chemical industry.


To establish integrated safety information management, enterprises must improve the environmental assessment and safety assessment report.


In terms of safety supervision, on the basis of the opinion draft, the “Proposal” proposes to strengthen the information supervision capability and the safety awareness of enterprise personnel. At the end of 2019, chemical production enterprises should establish an information management system that integrates major hazard source monitoring information, flammable and toxic gas detection and alarm information, enterprise safety risk zoning information, production staff on-the-job information, and enterprise production process management information.


In addition, the legal representative of the enterprise and the first major shareholder, technical leader, safety leader, environmental protection person in charge and special operations personnel shall participate in the training and assessment of the emergency management department, the ecological environment department and its authorized institutions, and hold the certificate. Receive technical retraining for relevant positions of no less than 16 hours. The retraining time of other employees shall not be less than 20 hours per year. When the company adjusts its position within the enterprise or re-employs for more than one year, it shall re-target the safety training.


Compared with the opinion draft, the “Program” emphasizes the strict disposal management of hazardous wastes, including chemical enterprises must accurately and comprehensively evaluate the type, quantity, attributes and production, storage, utilization or disposal of solid waste in the EIA report. At the same time, in the safety assessment report, the safety assessment of solid waste storage, utilization and disposal is carried out, and the facilities and equipment for storage and utilization of hazardous waste are designed, constructed or rebuilt according to standard specifications. The production enterprise shall declare and dispose of the discarded hazardous chemicals in accordance with relevant management requirements.


Emergency management, ecological environment and transportation departments shall study and formulate risk assessment and supervision and disposal measures for hazardous wastes, and implement supervision and management of the whole chain and the whole process for the generation, collection, storage, transportation and disposal of hazardous wastes. The districts and cities with heavy chemical supervision tasks should establish no less than 20 people, and the key counties in chemical industry should establish no fewer than 10 people for the safety supervision and enforcement team of dangerous chemicals. All kinds of productive parks (concentrated areas) should be set up with separate safety supervision. The ratio of professional and professional supervisors is not less than 75% of the incumbents. The Provincial Security Committee organizes counties (cities, districts) with many chemical enterprises and heavy supervision tasks, and employs relevant professional experts from chemical enterprises and chemical design units.


At the same time, the "Program" calls for greater enforcement of penalties and disciplinary actions against companies that violate safety and environmental laws and regulations. Enterprises that are unable to meet the standards for discharge, the “three wastes” treatment facilities are incomplete, the supporting facilities are not perfect, and the operations are not normal will be suspended or ordered to be closed.
